Dwilingo Application was developed at Tengku Ampuan Afzan Vocational College and the study sample consisted of lecturers and students of the Information Technology Diploma program, Electronic Technology program, Automotive Technology program, Refrigeration and Air Conditioning Technology program, and Business Management program. Data collection has been done and analyzed to get the results of the project. The results are about users of the Mandarin learning application system in the learning and facilitation process (PDPC). Until now Tengku Ampuan Afzan Vocational College has not yet used the application system. The purpose of this project and study is to facilitate the learning of Mandarin which is an elective course for these five programs which is a requirement for students to graduate at the end of their studies. This project has been conducted data analysis and through the analysis has shown that the respondents agree on the success of this project. It has met the objective of this study which is to benefit the users of the system, especially the students and lecturers of this college in order to improve the mastery of Mandarin. In addition, this project is expected to help improve the achievement of diploma students in the Mandarin 1 course.
